Yes and no. The Lebanese supports Hezbollah in some ways, and there are many Hezobollah members in the Lebanese government.

But Hezbollah doesnt answer to Lebanon, it answers to Iran. Tehran calls the shot, but Lebanon isnt totally innocent either. Israel knows this and is punishing Lebanon for its passive support Hezbollahs actions. Iran and Syria will escape attack if they keep their nose clean, but Israel has an itchy trigger finger right now, and is waiting for Iran or Syria to make a move. Lets see what happens. I hope Iran and Syria messes up.

No. The people of Lebanon have known a violent civil war which has an uneasy peace right now. That's why there is no forcefull action from the Lebanese government. It would lead the country to a war even worse then what Israel is doing to them now. Hezbollah is the target here and Israel should stick to targeting them.

The best thing for Lebanon would be if we strengthen their economy and support the moderate section of the population. If life improves people are less inclined to blow themselves up. People who have something to loose do not blow themselves up. Bombing them back to the middle ages will probably increase support for Hezbollah.
