Do you happen to know the original spelling or is this the original spelling? I do no tknow what it means, but I have found different references. Kizer in this spelling I have found to be in Britain. If it is the English for the German, then the German is Kayser, Kaiser or Keyser, etc. There are several variations. I hope this helps. At the bottom is a few places to look on the web.

Kaiser is German for Caesar. Caesar was a Roman title for their emperor, who was also believed to be a God.
