giving that person a courteous - "out". Or do you assume that because (YOU) called - that person (MUST) want to talk to YOU.?

Generally I do ask, especially when the person sounds busy. I also ask people I call for advice if it is a good time for them, or if I need to speak with them at great length. They may not know if the call is for 2 minutes, or 200. So, I feel that I should at least have the common courtousy to ask them to let me know when a better time is for them, if now is a bad time.

I ask if I am going to take up a significant amount of time. Usually my phone calls are quickies but if I need to go over something or get details I will ask. Just because it is a good time for me doesn't mean it is a good time for someone else.

absolutely! Especially if it's later than I thought it was before I dialed the darn phone. I have several friends who really would rather you call after 9pm, but like most people, DO sleep at night.
(those silly free hours are killing phone etiquette)

Hmm... if it's a bad time I never answer my cell so I assume other people do the same... that's what voicemail is for.

If it's intended to be a short call, just say what you have to say and say bye. If you have alot to say, ask if they are free to talk or should you call back or will they call you when they are free.

Sometimes I do, like if it's in the evening around dinnertime, or if the person sounded frazzled when they answered.

If they're a good friend and they answer... they'll let me know. If it's just an acquaintance, then they shouldn't answer if the timing is "bad".

Every single time. It's only polite. My dad gets really mad at me though, he thinks it's rude to ask.
