If the 2 layers are next to each other you can got to Layer then Merge Down. If you only have 2 layers, go to Layer then to Flatten Image.

You can also maneuver a highlighted layer up or down by using "Ctrl [" and "Ctrl ]".

When the two layers you want to merge are next to each other, click on the top layer of the you want to merge to highlight it, then press "Ctrl E". This will merge the highlighted layer down with the other layer. To merge layers with shapes or text, you must first rasterize the layer.

Well, if you go the layers window, there should be a side arrow, click on that, and you should see some options and from there, it will say merge, but you have to check mark the two layers and then uncheck all the other layers to merge em.
Hope it helps!
