Anything that keeps your heart beating and even breaking sweat counts as a good form of exercise.
If you can bike/skate 30-60 mins a day.. at least 3-5 times a week.. then you can be in good health (if you already do, and ARE.. then congrats!)

Go to www.caloriesperhour.com and you can find out how many calories you burn for someone of your sex, height, and weight skating or biking for a certain amount of time.

Also, go check out what jogging is for you too. Then you can deicde if biking/skating is close to it. Go see what an hour of biking for your sex, height, weight burns in an hour of biking. Then find out the same for jogging.

Of course it is. You have to understand, however, that riding a bike or skating covers more ground with less exertion. It would make sense to ride your bike or skate much longer distances than jogging in order to get the same effect.
