Does anyone have any successful strategies for obtaining a J-1 home residency waiver from the US Government?

My wife has a J-1 visa and I am trying to have her 2 years home residency requirement waived. I am wondering what kind of arguements individuals used to obtain the waiver. I am a US citizen and my wife is a El Salvadorial national.
