The absolute best way is to be in a place where it spoken, and "soak it all in". There are language schools in cities in France and Quebec where you can stay from one week to many months to learn with a native teacher, live with a host family, and there are plenty of people/places around you to practice what you learn. A month at a language school in Paris or Montreal would probably be equivalent to a year or two in a traditional classroom setting.

Go to a reputable bookstore and buy some French language CDs that teaches you by saying something in French and having you repeat it. The more you listen and repeat, the more you remember. But you won't be able to fully retain and use the language if you don't speak it on a regular basis, trust me! This is how I manage speaking Spanish at my workplace, I am required to speak it daily, due to my clientele and coworkers. This method of learning and retaining holds true for learning any language.

Actually go to the country and live there for a while. Just taking a class doesn't do much, I know, I have. That's why a lot of colleges make you live there for a time to get a teaching degree.
