For stupid names definitely.
Think of all the bullying and emotional trauma that poor child has to go threw just because it's parents thought it would be cool to call the child Gaia love honeydew mercury. (Most stupid name I could think of on the spot :P)

I think the parents should be legally forced to swap names with the family dog or cat (you know "Fee fee" or "Scrunchy").
And if there are no family animals, you get to choose the name of some obnoxious yapping dog down the street, or make up an imaginary pet of your own, name it, and legally force it on your parents.
Then you get to make up or choose your own new name, without having to pay the standard county fee.

No - you can always change your name. It's harder to change parents especially if the new ones think you will sue them without thinking of the consequences

change it. i did mine. your parents just gave u what they thought was nice. they didn't mean to give u a name that they would find out later that you didn't like. how are they supposed to know u wont like it? just file a name change petition with the court. if you're not sure what to do, just go to a lawyer for help or the court will give u instructions.
