You can have the plate looked up at the DMV, or have a police officer buddy look it up for you.

Most DMV's won't do it, because technically you're breaking the privacy laws.

Why do you want to know who's name the car is in?

If the car is in a person's name other than yours its against the law to give you there information. With the privacy law they passed only that person whose name is registered to the car can get any information. Unless you have a power of attorney.

you can in the USA. In the UK, only if they give their permission, ask via the DVLA in Swansea. A friendly policemen might find out for you, it depends why you want to know.

If you have an insurance claim, your insurance company will handle it.

If there is HP, an HPI check will tell you.

Go down to DMV and they could give you a title fee and look it up. You may have to pay some on the title search.
