I don't think it's a good idea to even eat meat. But once it's been frozen, and then thawed out, it's not safe to re freeze it and thawe it out again and then cook it and eat it.

Depends on how long it's been unfrozen for.
If the meat's been frozen and you thaw it for one day, but don't get to cook it that night, I don't see any problem with it being refrozen (as long as it thawed in the refrigerator and not on the countertop).
Bacterial growth slows down tremendously in cold environments like a freezer, but it doesn't stop completely. So it is possible that if meat is left out too long and refrozen, you could get sick from it when you thaw it again and eat it.
Think of it this way... when you take meat off the shelf at the grocery store and put it in your freezer, you're in a way, slowing down time a lot. So if you take it out of the freezer and put it back into a refrigerator temperature, it will continue to age at the rate it would have if it was in the grocery store.
If it's only at that temperature for a day or so, it would just be like taking the same meat from the grocery store a few days later. So refreezing it shouldn't be an issue.
That's probably confusing, but I hope it made some sort of sense lol.

It really won't hurt to refreeze the meat, but he quality of the meat will be lost. A better idea is to go ahead and cook the meat and then freeze it.
