Implications are things that are implied, not spoken but understood. Social is a group of people who must have dealings with one another in a given situation. The sentence: "Joe is having negative social implications regarding drugs" implies that Joe is taking drugs or selling drugs with others. Betty is socially implacated at the youth center means that Betty is involved in working with kids at the youth center.

Beckby's definitions were great, but I think she misused the phrase.
The social implications of the tax increase include the closing of private facilities meant to help the poor. [What is explicit (actually stated) is a tax increase. The implicit (or implied) result is the closings.]
The social implications of being HIV positive in 1976 were isolation and fear. (What is stated is HIV positivity, the reaction of society was implied.)
In other words, a condition or state of affairs *implies* that a reaction will take place in society, but the social result is not the obvious purpose or meaning of the condition or state.
