You can go to DMV.com and get the smog history and check the VIN.
Other than that it will cost you $20 to get a thorough Car History report which can be obtained @ carfax.com

You can get a limited VIN check from NICB.org. It doesn't give a complete history of the car, but
it does tell you whether it has been reported stolen or as a total loss.
If you are looking for a complete vehicle report for free, it is not free.
You can get cheap vehicle reports from reliable sites instead of Carfax.
I personally use Vinaudit. This site provides instant history reports for used
vehicles in partnership with the National Motor Vehicle Title Information System.

Carfax.com will let you know anything ever reported on that car with that special VIN number, i think its about $15-20 to pull the report, but it is well worth it...And if your buying from a smaller lot, they should pay for it....Good luck!
