If it is not specified otherwise in finanacial aid agreement, it's ok. Often financial aid includes living expenses, which can be... whatever. Tatoos or gameboys for some maybe.

It is not morally or ethically correct to use these fund for School related expenses. In fact any student abusing this should lose financial aid in a like amount.

You can use it on anything but just remember that your refund check is not free money. You will be paying that after you graduate. It would be smarter to use it for college related things but I know that other finances need attending to as well. Just dont blow it on pizza and beer.

It is supposed to all go to school related expenses like rent to live near the school, books, computer, etc. The only thing is that they have no way whatsoever to track what happens to the money.

If it is a refund on money you have already paid for school-related money, then it is your money to do with however you need to. If it is a grant or scholarship, then it is not OK.

It is given to you for school related expenses(and you signed an agreement for these purposes only) and if you use it for something else you will have to pay it all back eventually after you graduate.

Yes, they will mail you a check for the excess and that can be deposited straight to your bank account/cash, so they can't track... it's your earned money

Well, if you use it for something not school related, eventually you will need to buy stuff for school. and you will use non-loan money, so it all balances out.

No. The government and schools are giving you money for education, and therefore that should be all that you use it for.
