Instead of giving parents money to put their kids in private schools that are better than public schools, why doesn't the government spend that money on improving the public schools?

Because the public schools are beyond hope in many places.

And, the republicans believe, as a fundamental principle, that free markets and consumer choice are the best ways to improve quality.

Also, anyone who does not use a voucher to put their kid in a private school will have that money directed to the public schools.

Politicians cannot claim victory or failure because the outcome is so far into the future.

Instead, they threw crap at a fan (No Child Left Behind) in hope that some of it might actually work. Then, in order to completely shoot themselves in the foot, they didn't fund it properly. So now all we have is a horrible policy that is underfunded and hurting the overall education process.

You cannot and should not ever subsidize education because it begets more bad education. Send bad students to a good school and the good school's numbers fall. Decrease the funding of a bad school by giving that money to a good school and the bad school can and will never increase in quality.

Vouchers should only ever be used in school for food.
