Well, if God is "letting" the devil exert power, doesn't that mean that, by extension, he is carrying out God's will? So God wants humans to be tricked and decieved. If not, he could shut that stuff down, right? But he doesn't. And, he will punish those who made the wrong decision with their "free will", because He told us what to do and screw us for not doing it.
Or maybe, just maybe, the devil isn't a literal figure at all, but an illustrative one, designed to show the foils of shortsighted selfishness. And maybe God wants us to be happy and the "punishment" we are warned of is more accurately "the consequences of our violent, greedy actions.
Nah. Must be some guy with horns poking us with a pitchfork so we disobey some old white guy in robes....

Fun question... The answer of course depends on which 'god' you are talking about. I'll assume you are talking about the God of the Bible (could be a rash assumption), who is all knowing, outside of time and ever where, but doesn't ever claim to be everything (in the sense that you've used)
The devil only has influence because God gave man dominion over the earth and when man fell (Adam and Eve, you know the story) he (man) gave that dominion to the devil. That's why satan is called the prince of this earth.
As for why did God created us, I have to agree that at times it seems rather odd. Especially since He knew that He would have to die for us sometime in the future. The best way I can think of to describe it is that God is love and so he loves to love and also loves to be loved (hows that for a sentence!). So He doesn't need us at all but He does in fact want us (there is a difference, I kindly disagree with your assumption that God doesn't want anything...). So yeah, God wants to pour His love on us but we messed up so Jesus came and died and rose again so we could experience that amazing love. Have you experienced it? If not then your missing out!

The devil is a powerful force, but brings only evil and negative situations to us. He is a force to beleive in, but not more powerful than God.
God is the most powerful force, brings good and positive situations to us all. He is very powerful and the devil knows it. God can destroy the work of the devil, if and when we pray for His help.
As long as we have the Lord on our side, who can stop us?

I can see you have alot of doubt against god......there is your answer....(remember me the typical closed up catholic??) how does the devil work??? you have a small yet, powerful gift called...frreewill. you choose to follow god or you can choose to fall in to temptation. Its a war against the devil and god. the devil will do all he can to take whats most precious to him...US?? god did not create you cause he was bored in heaven!!! we are his kids....and we are almost everything to him......do you think he would send his only son to die on the cross the way he did?? do you have kids???? what would you be like if someone grabed your kids and beat them and then shot them in front of your eyes?? that would suck!! every time you ask a stupied question cause you have doubt. you are letting the devil win!!! you have the freewill to choose who's side you would like to be on! so... how does the devil have influence............you let him.
p.s nice to meet you too!

God is all powerful and the devil has influence now only because God allows it, but satan's judgment will certainly come. Also, God doesn't need anything from us we need Him.
