Does this not mean that anyone who does not repent of their sins, and acknowledge Christ as Lord and Saviour rejects God's saving grace.?

Yes, it does. However, Christ was referring to the religious leaders of the time as "righteous," because they had a holier-than-thou attitude towards the common people. They were appaled at his association with those they considered lower than dirt. He did not want those with this kind of heart condition. Instead, Christ wanted those who truly knew their sinful state and believed in their need for him to declare them righteous. Those who never heard of Christ have the same chance in the future to learn of him, and those who feel as if they are allright without God's saving power will face the same end as those Pharisees and Sadducees--no hope of ever returning from the dead.

I'm not sure what you are asking because of all the double negatives.

When Jesus said this he was responding to the Pharisees because they were criticizing him for having dinner with sinners and tax collectors (which in those times were outcasts and considered traitors to their own people because they were Jews that were collaborating with the Roman Empire, an enemy of the Jews). He responds by telling them that he came to earth help these people not to just hang out with righteous people.

In order to be saved you must pray and ask Jesus into your heart and repent of your sins.

No,because there is only one sin man can sin and that is not obeying God in the first place,if you had said sin I would have agreed with you.
Like most people though you think of all the wrong you have done.Well,I did that to and about drove myself crazy because I couldn't see how God could love me for all the bad things I had done.God himself opened my understanding to the truth that it is sin,not sins.
John the Baptist said behold the lamb of God that taketh away the sin of the world. Don't believe me?tread it for yourself.St John 1:29

That is exactly what it means.

Jesus also mentioned this regarding John the Baptist's ministry, "Jesus said to them, "Truly I tell you, tax collectors and prostitutes will get into God's kingdom ahead of you. For John came to you in the way of righteousness, but you didn't believe him. The tax collectors and prostitutes believed him. But even when you saw that, you didn't change your minds at last and believe him." (Matthew 21:31-32)

And

"Some of the Pharisees who were near him overheard this and said to him, "We aren't blind, too, are we?" Jesus told them, "If you were blind, you would not have any sin. But now that you insist, 'We see,' your sin remains." (John 9:40-41)

Jesus can only save those who understand that they have no righteousness of their own that qualifies them for eternal life. Everyone needs a Savior.

I fail to see why you are trying to add meaning to a line which is very clear.

He says here that having sinned does not exclude you; repenting may still save you.

No, it means that people who feel that they are righteous people needs no God because they do not feel the need of God. These people think that they have no sin and very proud of their own righteousness.

But people who who feel that they are sinful can go to him and ask for forgiveness.

No, it means that he only came to speak to the sinners and convince them to admit that their previous lives were wrong...taken out of context, it means nothing with regards to the hereafter.
