What are they? What makes them lower? What makes them higher?

In Scientology there is no word "pheton".
The only thing I can think you must be referring to is the word:
"thetan".
Here is are some definitions of this word THETAN:
1. The living unit we call in Scientology, a thetan. From the Greek letter theta (meaning thought). This symbol is used to indicate the source of life and life itself.
2. the personality and beingness which actually is the individual and is aware of being aware.
3. the person. Who the individual thinks he is. The thetan is immortal and is possessed of capabilities well in excess of those hitherto predicted for man.

What effects the thetan and causes his deterioration, and
how this occurrs, along with how to reverse these effects and fully rehabilitate his individual potential is exactly what Scientology consists of and why it's technology was developed.
This is it's main purpose: The rehabilitation of the spirit.
We just use the word "thetan" because it has now been exactly defined and using other words like "spirit" or "soul" can be confusing as they have not been properly defined.
