actualy there are different size limits on the lakes in kentucky. kentucky lake and barkley has a 15 inch limit. other lakes have 12 inches and the ohio river has a 12 inch limit. better check the laws of the lakes you are planning to fish in advance. maybe check the kentucky dnr web page by doing a search of kentucky dnr.
