Hi Thomas,,,, i am a animal re-hab person and we use to have thousands of baby birds brought in,,, the best thing you can do is leave the bird alone...... it is Not a pet.... the parents will feed it,,, trust me.... if there are cats in the house ,, keep them in for a few more days until the bird can really get to flying on its own....
IF not,, put it in a cardboard box,, and keep the lid closed,, they freek out and die of a stroke if you mess with them.... call the Vet in your town and ask for a Wildlife Rehab person in your area.. or take it to the Vet and they will call one or have the State Wildlife People come get it and take it to someone.....

If it can fly I'd let it be. I hear that you touch baby bird they're mother may reject them. As for freezing, sometimes it is a defense mech. that animals do rabbits & possums just to name a few Blue Jay's are a new one for me though.

if it is injured who should call the nearest bird sanctuary or if it is OK just leave it alone and if you have dogs or cats you should keep them in for a while. if you touch the bird the parents of the Young nestling will not take care of it because they will sense human and not bird.

Leave it alone and it will probably go away as soon as it doesn't feel threatened. You could also walk toward it as if you are going to catch it. Then it would probably start and fly off.

if the blue jay hasnt moved slowly go towards it and gently pick it up
take it in and give it some bread hopefully it will become your pet!
