If it were me being approached by a stranger. The first thing I would want to hear out of his mouth would be, " Hey there my name is _______ and I saw you sitting / standing there, would you mind if we talked awhile because I would like that". This approach is direct and to the point and at the same time gives the woman a window to bail if she disapproves. Good luck! :-)

usually when this is the case you are in public. if you can't muster up the courage to go up to her and say "hi my name is ____ what's yours" then use the resources you have around you. If you are in a restaurant/bar enlist the help of a waiter/waitress, bartender or whoever. Right her a note and let her know that you would like to talk to her if she is interested but if she is not that you understand and wish her the best. Its not like she is going to get on the loud speaker and reject you if she isn't interested. The absolute worst thing that can happen is her to say no thank you and you move on. Remember no risk no reward ;)

Hi, does anyone of your mates know this woman or any of her friends? You may opt to try and find out her whereabouts, her hobbies, talents, etc. Then try and boat yourself in any of these whereabouts and challenge yourself to an encounter.

You may also like to consider a friend of yours introducing her to you.

Try sending a pretty note marked 'personal and confidential' to her postal address or send flowers with a cute note attached to it

Introduce yourself, shake her hand, tell her why you are talking to her ("I saw you from across the room and you looked like a fun person," etc.), and offer to buy her something (a drink if you are at a bar, coffee if you are at the office, etc.).

Send her a drink at a bar if you of age, or talk to her friends about her interests, and find one that you have in common, and talk to her about it.

Or be straight forward, tell her that she's caught your eye, and you would like to get to know her better. Don't send one of your friends over, its so awkward.

All joking aside, be yourself, if you're acting like something that you're not, it will show and if you're really good at it, and it doesn't show, you're just deceiving her. I like men that are confident but not cocky... cocky guys just piss me off. Don't act like there are 30 other girls you could be talking to.. you're talking to HER and it should come show that that's the person you want to be talking to her. and smile.
