Why are AA Ni-Mh batteries only 1.2v?

Versus 1.5v for a store bought alkaline or equivalent...

For the same reason that 9v NiMh batteries are only 8.5v!
The charger is part of the problem. You could buy AA NiMh batteries that are 1.5v but the price is high.
Also try Lithium-ion batteries.
