On roads that are not multi laned, drivers must stay as close as practicable to the left side of the road.

you must keep the right lane free, unless you are:
Overtaking.
Turning right.
Making a U turn.
Avoiding an obstacle.
Driving in congested traffic.
It is an offence to drive in the right lane if none of the above criteria is occurring.

This rule also applies if there is a "keep left unless overtaking" sign.

You should drive in the left-hand lane if the road ahead is clear. If you are overtaking a number of slower moving vehicles it may be safer to remain in the centre or outer lanes until the manoeuvre is completed rather than continually changing lanes. Return to the left-hand lane once you have overtaken all the vehicles or if you are delaying traffic behind you. Slow moving or speed restricted vehicles should always remain in the left-hand lane of the carriageway unless overtaking.

These are some of the rules of Lane Driving in Highway code and the drivers have to follow them.

On 2-lane roads, you should drive in the right lane unless passing. That is what the signs "Left Lane Passing Only" mean.

On 3-lane roads, you should stay in the middle lane. The left most lane is for passing, the rightmost lane is for merging on and off of the road.

It is interesting to note that the German Autobahn, while they don't enforce a speed limit, enforces laws such as the left lane is for passing only and no tailgating, and they have lower rates of accidents than American highways.

Technically, there is no "fast" lane. The speed limit is for all lanes, but the courtesy is that the left lane is open for faster folks.

I drive exactly the speed limit and I almost always stay as far right as I can. And also, the slow drivers don't "have" to. They choose too. Nobody forces them.

This pisses me off too. I can't stand it. I just want to ram them off the road, they need to learn the left lane is for passing only♥
