If you're asking what I think you're asking, it's our beloved President, sort of. Because of the system of checks and balances, he doesn't have the final say on anything, but neither does Congress or the Supreme Court. 2 of the three need to agree for anything to be done.

I'm not sure what you are asking due to your unintelligible spelling and grammar, but the Congress and the Supreme Court hold a lot of power - but that was given to them by the people or citizens that took the time to vote in this country. So I guess anyone of voting age who participates in the electoral process is in authority!
