I live in Portand, Or and am looking to move somewhere nice, any recommendations?

Some place with 4 seasons, though I love sunshine! Very inexpensive to live, (part of the reason I want to move, Portland is so expensive!) I would love to be around water, and really don't like to much humidity!
Can anyone tell me the perfect place? And hopefully there is a nursing school there!!!!
