sounds like a trojan horse... i had one like this ... it changed the file association in the registry... the problem is that the registry is a exe file too... so what you need to do is run the registry as a .com file... that will work and you can get into registry to change the file association for programs back to .exe... thats exactly what happened to me... if you dont know you way around this part of your system i would suggest getting some nerd to help you LOL...
ps your hard drive is fine

If you can't run any programs, how can you get online? Your web browser is a program.
If you are running XP, try and do a system restore back to a point where things were working. Click Start, All Programs, Accessories folder, System Tools, System Restore. Follow the prompts and instructions.

Your file associations may be corrupt;
Restore your PC to when things were working fine.
Start, Programs, Accessories, System Tools, System Restore
Select a date, when this worked
Dont worry, No data will be lost.
Here is a link on repairing corrupt file associations

Try going to www.microsoft.com and click on microsoft update and update your computer, it might work. Or if you have the Windows XP CD whipe your computer and reinstall Windows XP. It happened to my mums computer, all the programs were going crazy so I whiped it and now it works as good as new. You'll need someone to tell you how to whipe it tho or you could completely delete your computer and not get it to work again.

Boot up in safe mode and try to run them from there. Chances are what is stopping them from opening may not start up in safe mode allowing you to do some clean up.
