I mean if you just stay in the sun for a very short time with no lotion isn't that the same as staying out for a while with SPF?

In theory yes, that is how it works. However, the SPF numbers assume that you put a lot of sunscreen on (most people put on less) and also that you re-apply sunscreen very regularly (the molecules which absorb the UV and protect you get broken down over time and or washed off if you go swimming so you have to re-apply to maintain the same level of protection).

So yes, if you want to tan you could just go unprotected into the sun for a carefully measured period of time.

That said, a lot of the time we aren't as careful about how long we are exposed for so it is a good idea to wear sunscreen. How many people go to the beach for a half hour?

I have pretty pale skin so my strategy is always to use high SPF factors, but not put it on too thick because I don't like the greasy feeling that I get on my skin from heavy sunscreen usage.

Finally, buy good sunscreen, the expensive stuff is better. If you have to be outside all day for hiking, the beach etc. "daylong" brand is good.

Basically yes. The factor of the cream is the amount of time mutiplied, so factor 8 would means you could stay out for 8 times longer than without it before you got burnt.
