A preemptive attack (or preemptive war) is waged in an attempt to repel or defeat an imminent offensive or invasion, or to gain a strategic advantage in an impending (usually unavoidable) war. Preemptive war is often confused with the term preventive war. While the latter is generally considered to violate international law, and to fall short of the requirements of a just war, preemptive wars are more often argued to be justified or justifiable. The intention with a preemptive strike is to gain the advantage of initiative and to harm the enemy at a moment of minimal protection, for instance while vulnerable during transport or mobilization.
While the labeling of an attack (on strategic and tactical levels) seldom is controversial, it is much more so in regard to the initiation of a war. For propagandist reasons, and in the name of information warfare, an adversary's defensive dispositions may be falsely attributed to an offensive purpose to justify the necessity of one's own attack.
One hypothetical example of a preemptive war would be an attack staged against enemy troops, massed at a state's border, that were preparing to invade.

A pre-emptive strike is a military attack designed to prevent, or reduce the impact of, an anticipated attack from an enemy. It could cover all the branches of the military, names the land, air and sea borne forces or may be confined to just one wing. An example is the pre emptive air strike named Operation Focus launched by Israel that sparked the Six Day War.
It can also be used to describe any offensive (as opposed to defensive) action that is taken to prevent, or reduce the impact of, an anticipated offensive action by another party. These actions can be either physical or non-physical.
The legality of pre-emptive strikes became a particular issue after the 2003 Invasion of Iraq by the USA. Senator John Kerry has called for a "global test" to decide when pre-emptive strikes are acceptable.
Substantial opposition against pre-emptive strikes comes from pacifists, countries that have previously been invaded and/or occupied (former colonies including much of the Middle East, the countries that lost the Second World War) and countries caught in the cross-fire of the Cold War, many of whom see US-assertion of a 'pre-emptive strike' not as a defensive measure, but an offensive one.
One disadvantage of a preemptive strike is that it eliminates the chance for a peaceful settlement. Unverified intelligence may be used in threat assessments to justify a first strike, and the possibility that bogus intelligence will be introduced into the information stream by supporters of the first strike also creates a problem. A war necessitated by preemption can be followed by subsequent disclosure that the pretexts were false, or falsified.

Yes, undoubtedly. Iran's evil leader has stated that he wants to see Israel obliterated and Iran is developing a nuclear weapon pro-gramme, without doubt Israel will have been planning for such an occurrence for many years. What else can Israel do? A neighbor declares his genocidal wish and is acquiring the means to do it. Israel has had nuclear weapons for many years but has consistently refused to use them so a pre-emptive non-nuclear strike to knock out Iran's ability to develop a nuclear arsenal seems inevitable. Furthermore missiles launched by Hezbollah have been identified as being recently made in Iran. Israels military is tested in battle and superbly equipped they will be reasonably confident of success against Iran, who are a bunch of amateurs in comparison. Iran's claim that it's programme is for peaceful ends is unbelievable and largely irrelevant since Israel won't believe this of a country that declares its intention to destroy them Israeli military experts estimate Iran could have the bomb by spring 2007.

Ok....basically it's "I get you before you get me". Like....if there was an angry spider crawling towards you, and you whacked it with a newspaper - that would be a pre-emptive strike. You have reason to believe it's going to harm you, and it certainly looks like it will, but it hasn't done it yet.

Naah! Common, Israel would never ever dare to touch Iran alone. Even America will find it difficult to defeat Iran. Iran is not a fragile nation like Afganistan or Iraq. No doubt, Iran will lose the war, but the Iranians will make sure that the Americans and Israelis will never live in peace. Just look how in today's scenario the Americans dont feel completely safe as they did before 9/11. Israel just finished its business with Lebanon. Israel surely won't mess up with the Iranians. Please note neither I support Iran nor America's and Israel's war plans.

A pre-emptive strike is a term used as an excuse for murdering hundreds or thousands of innocent civilians.
UN- "Why did you bomb all those innocent civilians?"
US/Israel- "They might have thrown their teddy bears and dolls at us, and we were SO scared! We decided to anihilate them before they could bruise our skin, we're so clever! We decided to make a 'pre-emptive strike' against them! (Applause please, we're just SO clever....!!!!!!!)"
UN- "Applause granted {clapping sounds echo} you really beat those innocent civilians at their own game, didn't you?!!"
That's why the UN gets NO respect from anyone..!

it means a first strike on another place but one done in anticipation of their strike and in order to avoid their attack. it is not provoked by any specific strike of theirs but is provoked by planning or preparation which makes an attack clearly to come.

to pre-empt is to anticipate some action and act on the information you have before the action occurs. for example, in a boxing match, you know the other guy wants to hit you, so you try and hit him first.
