When u say HTML photo, I am assuming u are referring to photos embedded in those pages...so you just right-click the photo on the page and save it on ur hard-drive...
Try changing the extension of the file to the desired one, and see if that works by right-clicking the file, choosing rename and then entering the new name (or even the old one) with the new extension. Although, a dialog-box might pop-up saying that changing the extension might make the file unusable, but still go ahead and do it, and hopefully it will work.
A note of caution though, make a copy of the original file before you go thru the process described above, just to be on the safer side, in case the new file doesn't work properly.
Hope this helps & good luck!

Yes, once you've downloaded the photo, open it with an photo imaging package. If you run Windows, Paint should open the image. You can find Paint under Start>All Programs>Accessories. Once you've opened the image in Paint, got to File>Save As. When the Save As Dialog box appears, in the "Save As Type" box, use the pull down arrow to show the format options you can save the image as, such as JPEG, Bitmap, GIF, TIFF, etc.

To the best of my knowledge, html is never a pic but a whole page. To save the pic you are just right clicking on the picture itself and saving. All you have to do then is open the saved pic with windows picture and fax viewer (its on all win xp machines) and click the save button.... on the bottom drop down menu that comes up you can choose .jpg as a format along with some other choices.

First off, pictures are not in html format, only the web page is, and most pics on the web are already.jpg format, some are .bmp, but due to file sizes, .jpg is the smallest. If it is not .jpg, using a photo editing software such as ms paint(comes with windows) or ms photo editor(comes with ms office), or any photo software that comes with a camera, scanner, etc. will allow you to save the file in another format such as .bmp to .jpg.

it is the way for me. My printer is likewise a scanner. I merely test files i prefer to altar or use as screensavers, etc and save them as jpeg. in case you do not have a printer/scanner at homestead, possibly you would possibly want to discover one at artwork or a buddy who has one.

Once they are downloaded, you can import them into a graphic program, then export them as another format of your choosing.
