Because they are too lazy to go find the already asked questions. What gets me is when they post the same question twice within a couple of minutes!!

Typically it's people new to the system. They either accidentally send their question twice. (I've done that on my first week ith Y/A), or they don't pay attention as they are posting the question, similar questions show up. If you note the grammar issues we have, then you could understand that maybe similar questions are not poppoing up. Lastly, people when realized what they have done, don't want to delete a question and lose five points.
What I do is open the question, put ditto, thanks for 2 pts.

ever wondered whether the question you asked just now has been asked here previously??!!
its not a rule to first check the previous archives whether or not your question is being repeate. even if there was to be such a rule, its too much of a trouble to do that

maybe they don't realize the question has already been asked or answered
maybe it has not been answered to their satisfaction and the are looking for more responses
