It's totally a case of "Oh ****, I'm late, I've gotta get dressed. Hm, white linen trousers? OK, nice and cool in this weather, only black knickers left? Crap, I'll just have to brazen it out. People might think I'm trying to make a statement. Now, where are my keys?..."
And sometimes, if you put on one outfit with the correct underwear and then change your mind, you forget about the importance of correctly coloured knickers. It's tough sometimes, y'know...
Thanks for the compliment about English women, although I doubt you saw ME this morning?!

I personally would never put black on under white but glad you had a good time looking on the way to work. Im giving the lads an eye full today i agree us british ladies are the best xx

Usually it is because they don't think about it until they have a good friend or someone who if very crass points it out to them.
I used to work in a nursing home and had to wear white all the time and I never gave a thought to my undies until one of the latter pointed out that while my flowered panties were lovely, they were not for the world to see and that a good rule of thumb with undies is "with white, you are always right". YIKES!
