Eritrea. Although Sudan and Ethiopia are more larger countries, they are more weaker in military. Sudan is richer than eritrea, Ethiopia is poorer than Eritrea, but although all this Eritrea is stronger. Eritrea has a military expirience of 30 years and has fought a couple of wars after independence (Yemen - won, Sudan - won, Ethiopia - war ceased but ethiopia has more death - Ethiopia 120,000 death and Eritrea 19,000 death.

That would be the US special operations task force currently operating there, supported by couple conventional units & a navy facility. Rest of them are glorified malitias.
