I Think, Uncle Sam was/is just a fictional charater that was made up and used in Military Recruiting Ads., He kind became a US spokes person I guess. Uncle Sam - US

Huh . . I forget about the history of the name, but I have an Uncle Sam and he's always sticking his foot in his mouth, he's never on the same page as the rest of the family, he thinks he has the right to my mother's resources, back in the day he was well respected and he has a knack for ticking everyone off. Still, I love him dearly.

Unlce Sam = United States.
It was a way to personify this abstract entity, the United States of America. It helped mobilize support for the troops and the country during the world wars.
Uncle Sam wants YOU!

Back during World War I, they started putting up recruiting posters for the Uniteds States of America's Military (USAM). This became Uncle SAM, with the famous "we want you" poster.
