I've been living in Tokyo, where people just pass out on the sidewalks with backpacks and duffel bags, and they seem to be fine. So I'm wondering if it's safe to spend your nights sleeping on the southern beaches of Hong Kong.

It's ok unless you see a mushroom cloud. That's happened twice before, I think.

Yes its quite safe to do that so long as you have plenty of insect repellant, dont light a fire and dont leave garbage on the beach.
