1 Peter 5 verse 7. This scripture will help you for your sanity.
Proverbs 3:5.
The greatest thing you can do is pray for your sister and even though you struggle with her lifestyle you still love her.

Have you talked to your sister about this situation and what she is doing to her children by her behavior? I think this would be the first step. In Matthew (18:15-17) it says that if we have a problem with someone we need to take it to them first ... if they refuse to do anything about it then we are to seek outside help.

Perhaps you could offer to take her children for awhile while she seeks help so that you could avoid social services? I'm not sure whether she would even be open to that.

The bottom line, as I hear you saying, is that something needs to be done ASAP for the sake of those children. If it could stay within the family or the church that would be great ... but if you aren't able to convince her, I think you need to go to social services...

I'm sure that some day when she is clean, she will thank you for showing her this 'tough love'

Have you tried contacting Dr. Dobson's organization at Focus on the Family? I know that they offer counsel by phone. Here is their website:
http://www.family.org/

If you contact them, I'm sure that they will give you the Biblical advice you are seeking.

I'll be praying for your family. God bless!

If you go to social services you are not being a busybody or disloyal. Keep your focus on the well-being of those kids, and not your sister. She chose to live the lifestyle she is living. The kids however have had no choice whatsoever. It is harmful for them to live in such a situation, and it is your "job" (since your sister does not seem to care for her children) to see that they are taken care of.

Maybe if your sister loses her children for a while, she will clean up her act......also.....it is possible for you to get temporary custody, if that is your wish.

Hope this helps and God Bless!

You are up against it, and your good heart demands that you do something, but what?

Jesus told His disciples when He was preparing them for His death that He would be gone, but would send a Comforter to be with them. That, of course, is The Holy Spirit, that is literally defined as "the material essence of God"

The situation you describe is completely beyond your capacity to repair, and I'm sure you sense this. It is, however, something easily within the power of The Holy Spirit. He is with you right now as you read this. No doubt you can sense His presence. To
me it feels like a very pleasurable low-voltage current.

He is waiting on you to ask for His help. Now, things will improve mightily, but change is often a shock to our senses, and it may first appear that the situation has gone from bad to worse. Keep the faith. My Jesus has never failed me yet, from the smallest detail to a major crisis, like the one you are facing today.

God bless you!

This is the only major Scripture line that seems to help me through rough times

"Be anxious for nothing, but in everything by prayer and supplication with thanksgiving let your requests be made known to God. And the peace of God, which surpasses all comprehension, shall guard your hearts and your minds in Christ Jesus"

Phillipians 4:6-7

Being a Good Samaritan is always hard but if you feel strongly enough , I would go talk to them face to face. Going Social you feel bad at even thinking it don't you?
