well i can tell the sex even on a new born kitten but i've been a foster mom to kittens for over six years now so i have some experience with it.
but for the someone who isn't experienced about three weeks will be easy for you to know the sex.
a vet can also tell you right away.
if this won't gross you raise the cat tail and put your finger and thumb underneath the cat rectum if you feel like this little bag sticking out it's a male. if there an extra hole it's a female.

you can pretty much tell almost right after they are born. My cat had kitten about a week ago and they are ALL males...how weird is that.
but if you know what you are look for, it's pretty easy to tell

If your experienced, you can tell at birth. A long haired kitten is much harder to tell. Basically, if there is anything forward to the rectum that you can easily see, you have a male. Females won't have that little bump!

any age but its hard to tell at first. just look by its butt. if the 2 bumps are close together its a boy if they're far apart its a girl. ive always been right.

Well, look at the behind... If you see two openings, it's a girl... You can tell from birth... Just look up cat anatomy, sheesh. It's not that hard:)

A few minutes, you just have to know what you are looking for.
If you don't know what you are looking for then you will have to wait a couple months till you see if a pair of thingys drop or not.

Since it's born, I guess...
Look between its legs. If you can't see a thing, then it's female, if you see something, as small as it is, then it probbably is a male!
