In one word: Population. India is only recently able to feed its people and do something else at the same time. China was able to develop largely due to its stark and almost draconian population control measures. This allowed the Chinese to shunt resources that would have been spend on child rearing toward industraliation and economic infrastructure. India has not yet managed to control its population growth, greatly taxing its limited resources.
The population growth in India is fueled by better healthcare, reducing infant mortality and extending lifespan....and a fundementally agrarian culture where large families were a necessity before mechanized farming and lower mortality rates.
