I believe it is "Fool me once, shame on you. Fool me twice, shame on me." Meaning....Shame on you for fooling me and if I let it happen again, shame on me for not learning the lesson the first time.

Am not sure of your question but the second part of the phrase is, "Fool me twice, shame on me."
