I think your sister needs a taste of her own medicine (or a good hard open handed smack on the cheek lol). ... ugh.. I shouldn't advocate violence, but ey...
Anyway... since you asked for boob protection. I used to fence and we had to wear these plastic cups in case we'd get stabbed in the boob. They're only a couple of dollars.. 3 or 4 bucks, I think. You can find them online where fencing equipment is sold in different sizes.

Tell her to stop doing this! She should learn that hurting people is just not a very nice thing to do! You should not have to protect yourself, because then she learns the lesson that it is okay to hurt you.

Ya, I would say to slug her back. That type of behavior is not acceptable. If it continues you should report her to your parents or local police. This is not right. Better yet, slug her back and ask her if she likes how it feels.
