Rainis in fact water which goes up from the earth's oceans, tanks, rivers, wells etc. The water warms up due to sunlight and turns into steam which being lighter than air rises up. This steam forms clouds. Rain clouds are dark . On that high they are exposed to cold winds and drafts . The warm steam condences into drops of water which being heaviery than air drop below on earth in the form of rains. Depeding upon the accummulation of clouds and the winds the rains falls in a drizzle or downpour.As rain is but water it is bound to be wet and is wet. If hyou can get hold of the book by Shrlhy Willis titled Tell me why rain is wet don't forget to go through it. It explains the water, water (hydrological)cycle and such aspects as weather as rain,clouds,ice and snow. It is simkple book with copious illustrations and even children between 4 to 8 can follow it.

Because it rains water. You better be thankful that is the case! If it rain stones, we will not be able to get outside of our homes if that happen. :)
