It's called 'causative'.
The meaning is this: My hair is cut. I don't do it myself, but I want it done and I ask another person to cut my hair (a barber I guess).
Look at this: My walls are very ugly and I don't like the colour.
If I can paint, I will say 'I'm going to paint my walls'.
If I can't paint, so I will give money to a painter who can do it better than me, I can say 'I am going to have a painter paint my walls' or 'I am going to have my walls painted'.
These two are causative.

It means U go to the barber or hair dress and ask them to cut my hair ... Then If someone asked you that you are looking very beautiful today what changing U have done... reply to them...."I have my hair cut"

It could mean two things.
It could mean "My haircut is a thing that is mine."
It could me "I arrange and/or cause my hair to be cut."
It probably doesn't mean "I cut my own hair," and this and the previous sentence could be in the present or past, because "to cut" is the same when conjugated for the subject I in the present and past.

why do you think this question is under languages people? its obviously from someone who doesnt know english very well. be a little friendlier.
its when you get your hair chopped off and smaller..thats the most simplified definition i can think of lol
examples of hair cuts would be crew cuts, mohawks, shaggy, &c.

maybe it depends on the person who said it ?
maybe it means : i left my boyfriend or girlfriend
or : simply i got my hair cut
or :( in mafia terms) i chopped someones head of !!!!
