You don't mix good wine with water, ice, or any other kind of mixer. Red wine is best served at cellar temperature in an appropriate glass. White wine is best served chilled (not cold).
Some people will mix lesser quality wines with seven up, soda water, juice, fruit, etc to make various spritzers and sparklers. This is probably great with a cheap Pinot or white/blush, but I really wouldn't recommend it with most wines that are drinkable on their own, or over $10-$20 a bottle.

To get the best taste of the wine, drink it directly. White wine should be served chilled, red wine should be served in room temperature, sparkling and rose wines should be served chilled. Sometimes people mix white wine with soda water or lemonade or even sparkling water. White sparkling wine can be mixed with chilled orange juice. Normally people only mix cheap wines.

Yes, of course you can add water. Indeed, making a long drink by adding sparkling water to a glass of white wine is known as a 'spritzer' and is a good way to drink on a hot day.

never mix it with water. take a wine tasting class class if you really want to know about it. the best i can tell you is that you swirl it to release the aroma and then sip it.
