db stands for decibels. It is a logarithmic scale for measuring amplitude. For example if the volume on your stereo is at a very low level and you turn it up a little it is easily noticable however if it is already playing loudly the same difference in volume would not be noticible so the volume control is logarithmic. 1-10 is only 1/10 of the difference of 10-20. The richter scale for earth quakes is also logarithmic. decibels apply to the amplitude of a signal such as a sine wave.

3db of attenuation results in a signal strength of about 50%

The volume control on your stereo is an attenuator, the signal is presented at full volume to the volume control and the volume control reduces or attenuates it. This is a simpler method than a variable gain amplifier and results in higher fidelity.
