This is an excerpt from the FAQ of passport office. hope this will be useful to u.
I am a student staying in a hostel, away from my permanent address. How do I apply for a passport and what proof of residence should I provide?

You have the option to make an application to the Regional Passport office where your parents permanently reside
or to the office where you presently reside.
In the former case, you need to mention about your study in column 7 of the application.
Documents for residence proof can be that of your parents.
In the latter case, bona fide certificate from the college/school is acceptable.

My advise to you? Dont bother getting a passport. Stay in India. Its a jungle out there! Stay home..dont leave!!!!!
