It depends on if there is a cop around. Its not illegal if you don't get caught.
Actually I think its right at the sign, not before it or after it. You have to be going that speed right when you pass it.

Last I checked was 1/4 mile after to allow time to reduce speeed safely. Most states allow 10 mph over posted before a ticket can be issued.
