Bovie or better yet a Bovie Pencil is
a device used to electrically cauterize, or burn and seal the ends of blood vessels that are bleeding into the surgical field. Used simultaneously as incision as pertainent vessels are left intact.

The minimization of the blood loss occurs because of careful planning and approach. Suction is used to clear the view of the surgical field, but more importantly the surgeon uses their skill to not cut through any larger blood vessels. Electrocautery or ligation is used to stem the flow of blood from smaller vessels that end up being cut during the procedure.

a surgery is a well planed procedure using suction and paces to absorbed the blood and they are not cutting major vessels only if there is a special operation on those vessels
if somebody cut someone on the streets it can hurt major vessels and cause bleeding to death
in an operation if they cut a big blood vessel and is bleeding they can stop that instantly so the patient don't bleed to much

usually the doctors on the shows on tv and stuff have a suction thing that sucks the excess blood into a tube to help prevent a mess. I watch lots of shows on the learning channel and watch Dr. 90210 and shows like that.

In the operating room, everything is planned for. Precautions are in place to make sure that minimum blood loss occurs, and that the chance for infection is minimized.
There is set up a supply of blood to replace that which is lost. So, if you know you will need a blood supply before being operated on...you can donate to yourself.

Sometimes surgeons will use a cutting blade that automatically cauterizes as it cuts. Basically, it burns the tissue, preventing bleeding. You might have seen one of these in action.
Also the surgeons know where to cut to avoid hitting arteries. That really limits the amount of bleeding as well.

The blood may not have been pouring out of the person you saw because no blood valves may have been cut.
