If it is just snuggling there is nothing wrong with it. I have a really great friend, when she comes to my house we sometimes sit together. We snuggle from time to time, but it has never been more then that. She has a boyfriend and we both know that we are just friends. Now if you are thinking about getting with the person then no, it is flirting and that is not right.

Snuggling is a physical expression of intimacy, so I would say...Flirting!
if it were innocent, then many ugly smelly losers would have tired girls attached to their bulk by random acts of snuggle. Clearly there is a choice in the matter.

Depends. Sometimes snuggling is completely innocent and sometimes it isn't so. It really depends on how you feel about the other person. If it's not your partner, then I would say no, it's no big deal.

for me its not as easy to make a decision. it could be ok. depending on your intentions. and those of your snuggly friend. as long as your thoughts are pure it sounds innocent enough. along the same lines with hugging is ok. now if you walk in and find your boyfriend in his underwear hugging your sister. are you going to be ok. it would be best to ask whats going on. before you pass judgement. but if on the second day, you find your sister in her underwear snuggling with your boyfriend (also in his underwear) on the couch. you might want to bust some skulls. regardless. if its just snuggling and hugging thats ok. without affection we are less human. there is even innoncent kissing. our prudish culture has told us that its not ok to kiss and hug, or snuggle at times. so i would argue in favor of innocent snuggles. and hugging. and sometimes a kiss on the cheek. but draw the line at dry humping and fondling. cause thats just raunchy.

i dont get your question... but ill try and answer it the best i can... i dont think its right to snuggle with someone not your partner and i dont think i would ever do that. i tink sometimes wen your flirting you might not think yor doing it but the person you "flirting" with might think you are.
