I wish, you can report them but it does not seem to help much.
My daughter got stopped 4 times by the same policeman in the exact same spot, on her way home from college. Even the policeman agreed the last 2 times she was not speeding, he was congratulating her on not speeding. Pleeeease! It helped that she was Miss Co-ed & he knew what she looked like. It cost me attorney fees twice..
