For the most part, I would say no, because most people are in bed at that time. Here are some exceptions:
1. You have a REAL emergency, a matter of life & death. If your car is broken down in a bad part of town, this could be a life-and-death matter.
2. You've arranged, ahead of time, with the person to call at this hour.
3. You know, for certain, that the person is awake at this hour.

Only if it is an emergency should you call someone at 2 in the morning. And even that emergency should be evaluated as being a priority or not. Why not, calling that late is definitely not good etiquette. You will disturb someone from their sleep, or worse scare them to death.

Depends on who you're calling. If you know they stay up late and that you won't be waking anyone up by calling at that time, I don't see why not. I used to call my brother and a friend late in the night, because I knew they were up half night anyway.
But if you're not sure that they're awake, you shouldn't call at that time. It's rude, you're ruining their sleep and you wouldn't want them to do the same to you.

I dont call anyone before 10 am in the morning or after 10 pm at night. It is common courtesy.

depends on if they are the type of person to stay up that late and dont mind being called. i dont mind it, even if i have to work early, i just dont answer the phone. if its an emergency then its always alright

depends on who they are and how well you know them if you know they are usually up at that time then call but if they have to work in the morning and usually go to bed earlier then wait til normal hours

I use to when I was younger. I still do now, depending on who it is. I often chat with my friends on line late. That is easier to know whether or not they are awake or if I am disturbing them. :)
