or did he just make it up as he went?

Well, you are assuming that God exists and that he had a blueprint and that he created the world.

Those are three assumptions that you will have a lot of problems verifying. There just is no way to verify anything about God.

I suspect what is being made up is the idea that there is a God and that he created something with or without a blueprint. And it is being made up by people who want it to be true and think that belief somehow makes things true.

It doesn't.

All things that God "Created" are of the "mind of God", Who Created "All Things" and therefore didn't need a "blueprint" to follow some "design" apart from "His" own "Creation". And, "No", it was never at all before created. We do not know much about Eternity Past because not much detail is written about it in the Bible because, THAT is not the purpose of the Bible. God simply "always was" in existance in all of Eternity...something that our finite minds cannot comprehend and for THAT reason...that our understanding is finite. God however, is "Infinite"...and if you are truly in "search" for the Truth, WHY don't you simply READ His Written Word, The Bible? THAT is what He wrote it for...to reveal Himself through the Written Word. It's such a simple thing to do if it's honestly within your heart...but people continue to ignore and reject the very MEANS by which He reveals Himself : Through the written Word...yet nevertheless people who have NEVER actually READ IT FOR THEMSELVES continue to reject something that they KNOW NOTHING ABOUT "because" it's actually NOT a matter within their hearts...they just want to argue about things that are SPIRITUALLY DISCERNED, and therefore incapable of comprehending because they have never been "born again", which is a "spiritual BIRTH", which then enables a person to comprehend "spiritual things". But they would rather do things their OWN way regarding spiritual matters, and therefore continue to remain spiritually BLIND. Hey, you asked...and I've given you an honest answer which is based upon God's Word, The Bible...which is a "spiritual Book" and therefore the basis of why the majority of people fail to comprehend its Truth...because it is SPIRITUALLY DISCERNED.

He based it upon his foreknowledge of what we would look like after billions of years of evolution just like he planted the dinosaurs in the fossil record to fool the simple minded scientist and give the hyper intelligent god believers a good laugh.

His plan is to have people love Him and serve Him out of pure unselfish love, willingly and freely. We have to prove ourselves worthy to become Jesus bride, when Jesus returns for His church in the rapture. The whole basis for creation is so God can be around the people who love Him as much as He loves us.
We have to take our minds out of what we want and focus on what God wants from us. The rewards are unmeasurable and well worth what we have to do to get them.
Jesus is called the Lamb of God, and us Christians are his bride.

Revelation 21:9 And there came unto me one of the seven angels which had the seven vials full of the seven last plagues, and talked with me, saying, Come hither, I will shew thee the bride, the Lamb's wife.

He had it already formed as a complete concept in his mind and then He just spoke it into existence.

Isaiah 40:12 Who has measured the waters in the hollow of his hand and marked off the heavens with a span, enclosed the dust of the earth in a measure and weighed the mountains in scales and the hills in a balance? 13 Who has measured the Spirit of the LORD, or what man shows him his counsel? 14 Whom did he consult, and who made him understand? Who taught him the path of justice, and taught him knowledge, and showed him the way of understanding? 15 Behold, the nations are like a drop from a bucket, and are accounted as the dust on the scales; behold, he takes up the coastlands like fine dust. 16 Lebanon would not suffice for fuel, nor are its beasts enough for a burnt offering. 17 All the nations are as nothing before him, they are accounted by him as less than nothing and emptiness. 18 To whom then will you liken God, or what likeness compare with him?

26 Do you not know? Do you not hear? Has it not been told you from the beginning? Have you not understood from the foundations of the earth? 22 It is he who sits above the circle of the earth, and its inhabitants are like grasshoppers; who stretches out the heavens like a curtain, and spreads them like a tent to dwell in; 23 who brings princes to nothing, and makes the rulers of the earth as emptiness. 24 Scarcely are they planted, scarcely sown, scarcely has their stem taken root in the earth, when he blows on them, and they wither, and the tempest carries them off like stubble. 25 To whom then will you compare me, that I should be like him? says the Holy One. 26 Lift up your eyes on high and see: who created these? He who brings out their host by number, calling them all by name, by the greatness of his might, and because he is strong in power not one is missing.

He only knows if He has ever done it before, but He will do it again.

2 Peter 3:10 But the day of the Lord will come like a thief, and then the heavens will pass away with a roar, and the heavenly bodies will be burned up and dissolved, and the earth and the works that are done on it will be exposed. 11 Since all these things are thus to be dissolved, what sort of people ought you to be in lives of holiness and godliness, 12 waiting for and hastening the coming of the day of God, because of which the heavens will be set on fire and dissolved, and the heavenly bodies will melt as they burn! 13 But according to his promise we are waiting for new heavens and a new earth in which righteousness dwells.

Revelation 21:1 Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and the sea was no more. 2 And I saw the holy city, new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. 3 And I heard a loud voice from the throne saying, "Behold, the dwelling place of God is with man. He will dwell with them, and they will be his people, and God himself will be with them as their God. 4 He will wipe away every tear from their eyes, and death shall be no more, neither shall there be mourning nor crying nor pain anymore, for the former things have passed away." 5 And he who was seated on the throne said, "Behold, I am making all things new." Also he said, "Write this down, for these words are trustworthy and true." 6 And he said to me, "It is done! I am the Alpha and the Omega, the beginning and the end. To the thirsty I will give from the spring of the water of life without payment. 7 The one who conquers will have this heritage, and I will be his God and he will be my son.

He called me so I told him to go ahead and create man as a rough draft. The next better version was the woman.
