No, it says that all of the people of Africa were descendants of Noah's son Ham. That part of the Bible was used to justify slavery because Noah cursed one of Ham's sons Canaan.
Genesis 9:19 These are the three sons of Noah: and of them was the whole earth overspread. 20 And Noah began to be an husbandman, and he planted a vineyard: 21 And he drank of the wine, and was drunken; and he was uncovered within his tent. 22 And Ham, the father of Canaan, saw the nakedness of his father, and told his two brethren without. 23 And Shem and Japheth took a garment, and laid it upon both their shoulders, and went backward, and covered the nakedness of their father; and their faces were backward, and they saw not their father's nakedness. 24 And Noah awoke from his wine, and knew what his younger son had done unto him. 25 And he said, Cursed be Canaan; a servant of servants shall he be unto his brethren. 26 And he said, Blessed be the LORD God of Shem; and Canaan shall be his servant.
Genesis 10:6 The sons of Ham: Cush, Egypt, Put, and Canaan.
The sons of Ham either stayed in the promised land area or moved south into Africa. Even though it was his son Canaan who was cursed to be a "servant" or slave and who stayed in Arabia, despicable scoundrels misinterpreted the Bible to justify going after the descendants of his other sons that had gone down into Africa.

The Bible does NOT say that Black people were descended from Cain. This is an erronious teaching based on hte Genesis 4 verse that says God placed a "mark" upon Cain in order to protect him from those that would seek to kill him.
Within the bloodline of Jesus Christ is King David (the family line of Judah) and David's son, Solomon.
In Song of Solomon 1:5, Solomon writes
" I am black, but comely, O ye daughters of Jerusalem, as the tents of Kedar, as the curtains of Solomon.
Look not upon me, because I am black, because the sun hath looked upon me: my mother's children were angry with me; they made me the keeper of the vineyards; but mine own vineyard have I not kept."

And what if we are? Since apparently you're not black & this insinuates that you're not a descendant of Cain, I have a question for you.Guessing that my assumption is correct, that your reference to Cain implies negative things, How is it that despite not being a descendant of Cain, I suppose, other races also have bad habits, commit crimes & end up in jail just the same? I guess they were framed!!

I don't think so. The bible says that we are all descendants of Adam and Eve. By the way, science has recently discovered through DNA study that the whole human race can be traced back to one woman. So science is gradually discovering what the bible and JudeoChristian tradition has always taught.

what's your point? even if they are, Cain is a descendant of Adam and Eve, so we all came from the same two people.

Cain was a human being. He was not a monkey or a chimp.
